Moves the iterator to point to the previous element in the collection.

OraCollection.IterPrev
Remarks
Using an iterator is faster than using an index when accessing collection
elements.
If the iterator is pointing to the first element of the collection prior to
executing this function, then calling this method will make the BOC property
return TRUE. Also, the iterator will not be changed. The BOC property should be
checked when calling this method repetitively .
