Root level policies apply to all resource instances for a specified resource type. For example, you can create a root level policy that applies to any server added to the WebLogic domain, or a root level policy that applies to all EJBs (or any other resource type). Root level policies allow you to define default global roles that can be overridden for any resource instance. In other words, any security policy that you apply to a specific resource instance takes precedence over the root-level policy. WebLogic provides default root level policies for most resources.
