Overview
DeviceCommandExecutedOnPredicate is a predicate used when listing
DeviceCommands. When this predicate is used only those DeviceCommands
whose executed on occurs between the specified start and end dates are
returned.

Start of the range.
If not specified, then the start of the range is unbounded.
