public class ClusterReformationInProgressException
extends IOException

ClusterReformationInProgressException is just a tagging exception on top of IOException to indicate to the caller that consensus is going on right now. This lets the LeaseManager handle this exception as a special case and not shutdown the server when leases are not renewed during the cluster reformation period. This exception is needed because the SSH based NM can be really slow and could fool the LeaseManager into thinking that the LeasingBasis has failed.
