The PHBGroup Object Diagram shows how a PHBGroupInstance can only have one of the following as a parent: VLANInterface, SubInterface, SAP, Interface, Network, Site, Domain, TL, SiteL2, VcEndPoint, Device, Customer, and Vpn. The PHBGroup auto creates the PHBGroupInstance.
