Problem Summary: Allowing the issuing of the site create or site add-member command when the controller or member being added to the configuration already has a site of this name results in the site being rejected by the clusters (controllers or members) when an attempt is made to synchronize and update.

Workaround: Ensure that a site with same name is not created on any of the controllers or members that are added to the configuration.
