CannotSwitchConnModeException is an exception that is thrown
when the connection to OWB repository could not be switched into the desired
mode. For example, it can be thrown when trying to switch the connection
from multi-user mode to single-user mode, and it is not possible because
there are some other users already connected to the repository.
