Determines whether or not a given OCIThreadId is the NULL
thread Id.

The OCI environment or user session handle.
The OCI error handle. If there is an error, it is recorded in err
and this function returns OCI_ERROR. Diagnostic information can be obtained by calling OCIErrorGet()
.

Pointer to the result.
If tid
is the NULL
thread ID, result
is set to TRUE
. Otherwise, result
is set to FALSE

should be initialized by OCIThreadIdInit()
