Description
Returns TRUE if the LOB/BFILE refers to a NULL value in the database;
otherwise returns FALSE.

Remarks
Some LOB/Bfile properties and methods return errors when a LOB/Bfile is NULL.
This method makes it possible to check for NULL and avoid these errors.
