Cause	May be caused by a non-existent or non-accessible class name being provided to the com.bea.adaptive.security.resource.ResourceFactory.provider system property or a misconfigured installation.
Action	Check the value of the com.bea.adaptive.security.resource.ResourceFactory.provider property and ensure the class is accessible or if the property has not been specified, re-install.

Description	An attempt was made to create an internal security resource with an unknown action.
Cause	Internal error.
