Why can't I use FTP to upload files to Libraries with required categories?

If you define a policy on a folder or Library that requires users to enter data associated with uploaded content, users are not able to place content in that folder or Library using FTP. This limitation is due to the fact that the FTP protocol does not provide a facility to enter metadata.
