Hardware Diagnostic Suite Console Unavailable in Simplified Chinese Language Locale on Windows 98 Platform (4883371)

On systems that are running Microsoft Windows 98 software in a Simplified Chinese language locale, the Hardware Diagnostic Suite console might not launch.

Workaround: Install the English-language version of the console when running Microsoft Windows 98.
