Definition
Specifies whether users must change their password the first time they login (or the first time following a password reset by the administator).
If this is attribute is set to on, the user will be allowed to change the password one time, even if passwordChanges attribute is set to off. Acceptable values:
0 -- users don't have to change passwords following initial login/password reset
1 -- users must change password following initial login/pasword reset.
