LC_ALL の値が C または空白以外に設定されている場合に ab2cd を開始すると TCL エラーが発生する (バグ ID: 4249211)

ab2cd コマンドで AnswerBook2 サーバーを起動したときに LC_ALL の値が C または空白に設定されている場合、次に示すようなエラーメッセージが表示されます。
