The Load Balancer Configuration File Is Not Updated Correctly When Multiple Clusters are Created in a Domain (6233520)

When starting a cluster, the load balancer configuration file, loadbalander.xml, is updated. If more than one cluster is configured for load balancing, then the last started cluster will be the cluster that is load balanced.
