Issue on Windows related to the case of url-patterns.

Per the Servlet specification, url-pattern elements in web.xml are treated in a case sensitive manner. This might lead to unexpected behavior for Windows users (for example, if a client makes a request for index.HTML, expecting this to match index.html).
