You can force a check in if an object is checked out by
another user and that person is not available to check it in.
You must have proper access rights to force a check in or
restore.
To force a check in or restore:

Go to the object that is checked out by another user.

Select Force Check In or Force Restore in the Revision Control zone.
The Force Check In option
is the same as a regular check in. The Force Restore option checks in the object and restores it to the previously checked
in version.
