Establishes a network connection to a WebLogic Server, and creates an IContext instance that represents this connection.

IDictionary<TKey,TValue>: User provided parameter key value pairs. Three parameter keys are supported: Constants.Context.PROVIDER_URL, Constants.Context.SECURITY_CREDENTIALS, and Constants.Context.SECURITY_PRINCIPLE, where the SECURITY keys are optional (defaults to anonymous user). See the Constants.Context class for more information on each key.

IContext instance that was created using the passed parameters.
