Restart behavior of this step when the Load Plan is restarted.
Values can be:
-From Failure: When restarting the Load Plan and this step is known to be in failure (i.e. the conditions of failure defined by its children are met) restart it from its latest child element that failed in the order of the serial sequence. This is the default value.
-All Children: When restarting the Load Plan and this step is known to be in failure (i.e. the conditions of failure defined by its children are met) restart its entire children elements regardless of their failure.

When restarting the Load Plan and this step is known to be in failure (i.e. the conditions of failure defined by its children are met) restart its entire children elements regardless of their failure.
