Description of the illustration dev

This image shows a high level overview of device states that are divided into unmanaged device states and managed device states. When a device is in an unmanaged state with OIM discovery the following actions lead to a change to a new state:

UI creation = virtual state
OIM creation with IsVirtual set to false= virtual state
OIM creation with IsVirtual set to true= new state
UI discovery fails= not found state

When a device is in a managed state the following actions result in a change to a new state:

Connection failure= virtual state
Poll is down or comms failure = unreachable state
