If a constraint formula references an assumption or forecast cell, that cell is evaluated before each simulation runs. It is therefore not possible to enter a constraint on random values in the assumption cells or on the statistics in forecast cells. In general, you should avoid referenceing these in constraint formulas.
In requirements, assumption and forecast cells are evaluated at the end of the simulation.
