Description.  If ENABLED allows to mark negotiated rates in the rate code template.  The negotiated rates will then be displayed in the rate code LOV for channel rates.  If DISABLED negotiated checkbox is not available in the rate code template and rate code LOV for channel rates is displayed from reading the profile negotiated rates.
