Description.  Activate Fixed Rate Functionality

Internal Name. USE_FIXED_RATE_FUNCTIONALITY

Property Determination. Do you want the ability to set a rate amount on a reservation that is different than the rate code?  (For example, a reservation is created with the "CORP" rate code, which is normally $100, but for this reservation you want to charge $95) This feature allows manual changes to rate amounts, without changing the rate code or package attached to the reservation.
