Description. Enforce length of block code on manual entry

Property Determination. If this parameter is on, Unique Block Code is Y and a Block Code Template has been defined, the block code template will be defaulted into new blocks. If the block code exists already, the block code field will stay blank. On manual entry of the block code, the length will be evaluated against the template length and only entries of the same length as the template are valid.
