FS-11074 Unable to modify the possible owners for group %s; no available resource to change in group

Cause: The possible owners of the group are derived from taking the possible owners of the resources in the group. If the group contains no resources, then the possible owners are all cluster nodes. Also, Oracle Fail Safe does not change the possible owners for some resources, such as disk drives. This error is generated when an attempt is made to change the possible owners for a group, which cannot be done because either the group contains no resources or contains resources in which the possible owners cannot be modified.

Action: Only modify possible owners on a group that contains resources that can be modified.
