Form criticality overrides

The following criteria apply to form overrides set using the Partial SV user interface and MedML.

1. If an override exists, it is applied over the study default.
2. You cannot set an override of the same state as the study default on a form.
3. Only one override is allowed for each form and site combination.
4. Reverting to the study default removes the previous override for the form and site combination.
5. If a new study default is installed for a form, then all overrides related to that form are removed.

   This applies to both study version and in-place revision changes.

   Note: This applies only to a form-level override, not the item-level overrides. The item-level overrides remain the same.
