If you chose to automatically assign an owner and associate an assignment rule group with the campaign, then Siebel Assignment Manager runs against the contacts in S_CAMP_CON at the end of the campaign loading process. Before launching a campaign, you can add or delete campaign contacts and prospects or change the organization and position owners associated with a contact or prospect. When this editing process is complete, you can run Siebel Assignment Manager against the campaign contacts and prospects to make sure ownership and visibility are correct.
