- Examine the Alarm History to determine if the connection is being rejected by either end, and for notification of local congestion.
- Make sure the peer is running.
- If the connection is configured as a Responder connection, make sure that the peer is attempting to initiate a connection.
- If the connection is an Initiator connection, make sure that the peer is listening on the configured port.
