002013028: Cannot run optimization. There are projects in forced-in state which are dependent on projects in forced-out states.

Cause: An attempt was made to run optimization with invalid combinations of project dependencies and project states. Projects in forced-in state are dependent on projects in forced-out states.

Resolution: Change the states of the projects or remove the dependencies and run optimization again.
