Cause: An attempt was made to run a Schedule application job that conflicts with one or more of the following jobs currently in progress: scheduling, leveling, recalculating schedule costs, importing activities from XLS files, setting a baseline or scenario as the current schedule, merging activities, deleting WBSs, applying global changes, or replacing resources.
Resolution: Wait until all conflicting jobs have finished, then retry the action.api_create_same_user_request
