Cause: An attempt was made to create a scope item, but the project baseline is set for the PBS associated with the scope item.

Resolution: Associate the scope item with a PBS for which the project baseline is not set and then create the scope item; or, use the Scope Item Change process to create the scope item in a PBS for which the project baseline is set.
