009009031: Unable to withdraw approval of the work package change request because new scope assignment {0} has progress applied to it.

Cause: An attempt was made to withdraw approval of a new scope assignment in a work package change request, but the scope assignment already has installed and/or actual to date values applied to it.

Resolution: Remove all progress from the scope assignment, then withdraw approval of the work package change request with the added scope assignment.
