009009044: A child WBS and its parent WBS cannot have the same ID.

Cause: An attempt was made to make a child WBS a parent.

Resolution: You cannot create a hierarchy loop. If the WBS should be a parent, delete the WBS, and create one at the parent level. If you cannot delete it, select another WBS as the parent.
