igs XCostChgPublishing Web Service
Functional Description
RMS subscribes to the XCostChg information as published from the RIB. This Web Service will accept the RIB XCostChg Object and publish it to the RIB JMS topics for processing by the RIB RMS XCostChg Subscriber.
