igs XTsfPublishing Web Service
Functional Description
RMS subscribes to the XTransfers information as published from the RIB. This Web Service will accept the RIB XTransfers Object and publish it to the RIB JMS topics for processing by the RIB RMS Xtransfers Subscriber.
