Add an existing Empirica Signal user to OHSIAMS

To add an existing Empirica Signal user who has a Signal application account, possibly after a recent upgrade to Empirica Signal version 8.x, to OHSIAMS, you must:

1. Adjust the user's Empirica Signal account details in Empirica Signal to work with OHSIAMS.
2. Identify or create the user's OHSIAMS account.
3. Assign an Empirica Signal role to the user's OHSIAMS account.
