22600 - Message Decoding Failure

- Message received was rejected because of a decoding
failure. While parsing the message, the message content was inconsistent with
the "Message Length" in the message header. These protocol violations can be
caused by the originator of the message (identified by the Origin-Host AVP in
the message), the peer who forwarded the message to this node, or any
intermediate node that modifies the message.
