Recovery:

Correct the configuration inconsistency by changing
the Control Scope of the ETG from ETL to ETG, or by adding the ETG to an ETL.

If a backup image has been restored to the SOAM,
but not the NOAM, restoring a consistent backup image for the NOAM should
resolve the problem.
