There is an infrastructure upgrade required (from 12.2.1.0.0 fusion middleware to 12.2.1.3.0 fusion middleware) when upgrading from OFSLL 14.3.1.0.0 to OFSLL 14.4.0.0.0.

OFSLL 14.4.0.0.0 can also be deployed on Fusion Middleware 12.2.1.0.0. Please apply the patch 26948858 on top of Fusion Middleware 12.2.1.0.0.
