Recovery:

  1. Determine if the mate server is currently down and bring it up if possible.
  2. Determine if the keepalive interface is down.
  3. Determine if heartbeart is running (service TKLCha status).

    Note: This step may require command line ability.

  4. It is recommended to contact My Oracle Support (MOS).
