A multilevel topology uses Network Configuration Management Platform (NW-CMP) clusters to provide centralized management for regional or global operations.
System Configuration Management Platform (
S-CMP) clusters provide site (or local) management control functions and reports related to their local site. Local management servers provide detailed management of a local area without having to sort through the details of the whole system.

The recommended sequence for creating a multi-level
Policy Management topology is as follows:
- For the Level 1 site (NW-CMP), on the CMP cluster, turn on Manager is NW-CMP.
- For each of the Level 2 sites (S-CMP), on the CMP clusters, turn on Manage Segment Management Servers.
- At each Level 2 (S-CMP) site:
- Configure the primary CMP cluster.
- Configure the secondary CMP cluster (optional)
- For georedundancy (optional), configure additional sites for MPE and MRA clusters.
