E3153 Cmd Rej: Subsystem must be inhibited before it can be OFFLINE

The subsystem must be inhibited before the nstat=offline parameter can be specified.

Recovery

1. Display the status of the subsystem. Enter the rtrv-ss-appl command.
2. Inhibit the subsystem as necessary. Refer to the appropriate feature manual for assistance.
3. Re-enter the chg-ss-appl command that generated this error message.
