E3169 Cmd Rej: No change required for this timer and L2tset

Timers are not allowed to change for a level 2 timer set (l2tset parameter) value greater than 35.

Recovery

1. Re-enter the chg-l2t command with an l2tset value in the range 1-35 to change the nodata, t2, or t7 timers.
