The EAGLE must be in Upgrade Phase 3 mode or Full Function mode before the init-network command can be entered.
Upgrade Phase 3 mode means that the MASPs are running GPLs that match the major revision defined for the approved GPLs, but the other network processors are only prepared to be upgraded. Full Function mode means that all MASPs are running GPLs that match the major revision defined for the approved GPLs. Full Function mode is the normal operating mode for the MASP.
