E2691 Cmd Rej: J7 Support Feature must be enabled

The J7 Support Feature must be enabled to enter any ITU-N 16-bit Point Code.

Recovery

1. Enable the J7 support feature by using the following command:

   ENABLE-CTRL-FEAT:partnum=893040801:fak=<feature access key>

2. Re-enter the original command with J7-supported parameters (for example, pcn16, dpcn16, and cgpcn16).
