1354 - STPLAN Copy Bypassed for Lrg MSU

An IP7 GPL receives a large MSU that triggers STPLAN copy instead of copying the MSU (STPLAN is bypassed).

The length of the MSU (for example, LEN=50) includes the length of the SIF plus some other parameters. The length of these other parameters varies depending on the protocol managed by the LIM card issuing the UIM.
