1407 - Unexpected SI in TIF Stop Action

An MSU is received by TIF/TIF2/TIF3 stop action that is not ISUP. MSUs delivered to a TIF stop action that are not ISUP (SI=5) or TUP (SI=4) shall be routed without modification.
