E4141 Cmd Rej: Inhibit IPSM card(s) before changing Telnet feature status.

All type IPSM cards must be inhibited before the Telnet feature can be turned on or off.

Recovery

1. Inhibit all IPSM cards. Refer to the Database Administration - System Management User's Guide for assistance.
2. Change the status of the Telnet feature.
3. Allow all inhibited IPSM cards.
