The HIPR2 High Rate Mode feature cannot be turned on or off until the flashing process executed by the init-flash command is completed on all of the MUX cards.
Recovery
As the flashing process completes for each MUX card, a message appears, stating that the process is complete. Wait until the message has appeared for each card, then re-enter the chg-ctrl-feat command to turn the HIPR2 High Rate Mode feature on or off.
