This message indicates the total usage for the linkset exceeds the linkset threshold for the linkset’s IP TPS.

This message indicates that the actual link transaction has fallen below the link capacity alarm threshold defined by slkusealm, tpsalmtype and slktps (rsvdslktps or maxslktps based on tpsalmtype) parameters.
